ARToberFEST originated in 1997 when Fred Wichlep of the Downtown Partnership approached the Postoffice Street merchants with funding for a special event. Given the area's designation as the "Arts and Entertainment District," the idea of an art Festival was a natural fit. The initial committee was composed of passionate area artists and business owners, including Deborah and Terry Conrad, Sallie Anderson, Susan Henry, Bobby Boyd, Jeff Johnston, Gary Jones, Bill Schleisner, Cindy Hillman, Sue and Kevin Tigert, and Kathy Modzelewski.

Over the years, the festival thrived and contributed to the prosperity of local businesses. However, as time passed, committee members moved on or the businesses changed hands, leaving Kathy Modzelewski as the sole coordinator. Despite her dedicated efforts, Kathy eventually decided it was time to pass the torch and bring new energy to ARToberFEST.

In 2013, Kathy entrusted The Grand 1894 Opera House to take over the production of ARToberFEST. Recognizing The Grand's qualifications and commitment to preserving the festival’s mission and tradition, Kathy believed they were the ideal organization to continue what she and the original committee had created.

For the past ten years, The Grand has proudly produced ARToberFEST, making significant contributions to cultural tourism in the downtown arts district of Galveston Island. This event stands as a celebration of Kathy Modzelewski, the festival's originator, and a tribute to twenty-six years of successful artistic endeavors.​​
